Delay Wiper/Turn Signal Lever Broken?

I fixed my steering wheel tilt floppiness, now this is happening. The "Mist" function works, but when I turn the black part it just spins around and around and nothing happens besides a clicking noise, like it's stripped internally or something. It was working yesterday. There's only 1 way to have the lever set in the hole, is it broken? I wouldn't be surprised, nor bothered, I was gonna buy a new one at some point anyway, just wondering if anyone ever had this problem.

Is there a certain way to clock the chrome and black parts? Or just match the line on the chrome part to "Off" on the black part if your wipers are off to begin with?
 
I pulled the lever out of the switch, grabbed the black end with my fingers and the metal nub on the other end, and I could spin the black end while the nub end was stationary. I think it's broken.
