against the law??? never heard that one before...
if i do it i would buy the dual exhaust kit with the cheap mufflers on JEGS Part Number # 555-30556 $229.99, down pipes for the stock manifolds, Part Number # 958-DGU13S $116.99 and from what Ive read the th350 will fit a 2004r the dual hump cross member, Part Number # 550-41050 $179.99 totaling $550.95

I paid $500 for my duals with a new 2 in 2 out cat and two Flowmaster super 50's. I had them run everything down the passenger side like a 442. So I didn't have issues with the cross member. It's not "against the law" here in AZ either.

Here's a quick read about cats..

I believe he was referring to the point about it "not being against the law". That as far as I know hasn't changed since 1991. Being that you can't delete or change the amount of converters the car is supposed to have.

I had a set of hooker headers with air injection pipes,Summit 2.5 exhaust kit with dual Summit cats with air tubes and the air pump connected and passed with flying colors! Cost alot less then the quoted price! I notched my crossmember my self and paid to get it fully welded for cheap!

Yeah, that Summit exhaust kit is real nice for the price, i run one. As for legality, that all depends on where you live. Here in New Hampshire, any car at least 20 model years old, there are no emissions requirements. Just a safety inspection.

I would do it yourself. I had exhaust done on my camaro years ago and they wouldnt let me out to show them how i wanted it ran. Pissed me off. So never again will i have someone do exhaust on my car.

As I stated above, it's illegal anywhere in the US. It's a federal law, it's just not enforced in every state. And even the ones that do, do it on different levels.
