My first El Camino was that same two-tone blue.
Looks like somebody added some tie downs. Usually people put them on the inside of the bed, instead of the outside. Weld up the holes when you paint the car.

YEA ITS ON BOTH SIDES

Blake is right , when money permits i would just have them welded so it can smooth out the bedsides/quarters . I did that on some of the trim holes on my 69 chevy truck to make it more smooth looking when it was painted . Some of the trim was gaudy . It wont cost much , just make sure they know what they are doing so as to not warp the sheetmetal more than necessary .

I'm going to go out on a limb and say the holes are from aftermarket bedrails. Cause thats what they're from.

But yes, do weld those up!!

Answer to your question...Those holes are from factory side rails. I know, cause my 87 SS has them.
Now I have a question, Does anyone know where I can locate the 1 piece 3 color pinstripe tape used on the SS El Or SS Monte?????
I don't want to use 3 seperate tapes it looks stupid & doesn't look original.
thanks

what, you don't want cleats on the side of your vessel? you never know when you're going to need to moor along side a pier!

If you do have them welded, be sure to treat the back side of the welds. You will burn off any rustproofing or paint and it will rust back out from the inside. What I have done with things like this is a bit butch, but it seems to work. I dimple it in a bit and fill the hole with epoxy. Then I use a dab of filler over top of it and finish it so no one will ever know. If you do it right you will have no issues.
