Like a few mentioned there are multiple ways to get your stance that way. The key is to decide if you want just looks or you want performance too. Some will cut springs only for the look but it will offer a terrible ride and poor performance.

The front of the car is very easy to lower, you have a few choices. You can run 2" drop spindles with with stock springs which will drop the front end 2"s.. however the stock springs are soft so performance will suffer. You can run a 2" drop spindle with a 1" lowering spring (with good spring rates) or a front coil over kit which will get you around 3" lower in the front but this can be too low sometimes. The other option is just a front coil over kit which allows the front end to be lowered 0-3". A good coil over kit usually comes with adjustable shocks and a choice of spring rates, this allows the car to not only be lowered but perform much better. Lowering the car places the upper a-arm at a more favorable angle as well. The rear on these cars is easier but less options. The easiest thing to do is get a 2" drop spring which I think is the lowest rear spring offered. Anymore than that and you will need a rear coil over kit or other method. The rear coil over kits are becoming more popular and we have one in the works as well but not completed yet. Here is a kit that features a front coil over kit, rear shocks and 1" or 2" drop rear springs. The Malibu definitely has air ride. There has been a lot of work than what appears to get it to sit that low. A 3" drop is as low as you can go without doing frame mods in the rear and doing some work to the inner fenders in the front. The closest you can get to the Malibu's ride height without air ride is a 3" drop which tucks the tires. With my '86 SS, I used 2" drop spindles and 1" drop springs in the front. I used 3" drop OPG springs in the rear. Belltech shocks all around. It rides good and handles great. Again, this is as low as you can go without some sort of air ride.
