That is a cruise control module from what I can tell. The intermittent wipers have their circuit board built in to the wiper motor itself, and so adding intermittent wipers requires the motor and switch with the standard wiring. It is a simple remove and replace operation.

Thats a relief, the car is being rewired because of the hack job previous owners did to it. I really am not relying on wiring diagrams in the haynes manual I have(wires missing, wrong colors, etc.), so its kinda hard to tell what should have what, and what wires go where. Luckilly its almost all wired up. Now I know I can eventually get cruise control back in it!
 
Just remember that the cruise has it's own harness that interfaces with the other harness. The control box also requires a VSS signal which it gets from the light green vss buffer box that reads off an optical signal in the speedo.

I think I actually still have that green box layin around somewhere. I have to do some more research to see what will need to be done. It will have to be another project down the road.
