I think that none of the Scandinavian countries have had any recuirements of yellow lights. Atleast not Finland and Sweden. I have 2 Gm (G20 van and -88 Monte) cars, imported new to scandinavia (sweden and Finland) and they both have red lights and Kmh speedos.
