Exhaust manifold question

I never saw a heat riser valve on an Olds passenger side manifold before.
 
I had one on my 83 Tornado 5A 307 engine, supposedly where the motor in my 88 CSC came from.

Are you sure they were the stock manifolds on that 83 Toro, because the Toro's of that era didn't have a crossover pipe on the passenger side manifold? The passenger non-crossover manifold is the #12 I believe. The elusive 'dual exhaust' SBO eexhaust manifold!
 
Thanks for all the advice.

With a little heat and a vice grip, the stud came out without protest, and it's now removed. Think that was for the best. It was gutted, as pointed out, and was causing a leak.
