fasten seat belt light and chime

Fasten seat belt light won't go off and buzzer does not chime at all. It is not the wire under the seat, checked it numerous times. Does anyone know where the 4-8sec timer is located? Any suggestions?

I believe there is a little black box thingy under the dash (drivers side). It will have a hole, or holes for the speaker. Someone probably unplugged it or removed it sometime in the past.
