I'm from Northwest Indiana & spent some time out there. Because of the road chemicals and salt it's poor decision to notch a frame in chicago. Even the street sweeping program in the spring doesn't eliminate the salt and road chemicals from the street, and some of those road chemicals have half-lives of more than 100 years. Post pics of what you are trying to do. There is probably a different way of approaching the problem. If fitting some rims is what you're trying to do, it might be better to just go blocks and spacers than cut any frame away. What little you have can rust more quickly than you would imagine it will, even if you do have a garage.
