fuel pump pushrod problem?

I hooked up a hose and a gallon of gas to my pump and It didnt pump a drop. I did get a new pump and I was wondering about the pump pushrod. When I put the pushrod back in it got stuck in there so it took it and flipped it around and it went in but when i put the pump on it was pushing the arm in. Should the pump just go in nice and easy or should i have to tighten the bolts in to get the pump on?? I think the pushrod goes on the cam right? So could the rod be on the wrong part of the cam?
 
The cam has a lobe on it to work the pump. When the push rod starts to ride on the lobe it will push the rod down, thereby pushing on the arm of the pump. That's why it won't just bolt on. Go ahead and tighten it down as you do the rod will just push down on the pump arm.
