It could be that the cable that clips to the column is either detached or broken, the spring attached to the needle is detached or the needle is broken were the spring is attached to. Someone here may have what would be needed.
Look under the RH side of the column under the dash. There's usually a mark on the shifter bowl where a clip was, or the clip can still be there with just a piece of the cable attached.
Cross fingers that the clip just slipped off. Those wires get busted a lot, though. You'll have to disassemble the gage panel to get to the cable to replace it if needed.
82-85 Monte Carlo says it uses GM p/n 25017051 for the cable, according to parts information available.
It appears they're available aftermarket if you need one.
