I am sorry I did not know you were working on a non AC Car. If you let us know what year, make and model you have We can try and help narrow it down.

You should have 12 volts on the orange wire from the resistor module to the blower motor when the switch is in the high position. If you do and the blower motor still wont work, check for a good ground at the blower motor or a bad motor.

If not you need to check the wiring and connectors at the resistor and the switch for Corrosion or burnt ,melted looking terminals.

I found a schematic for a 78 without AC. the one you should need is on the left in the picture.(click on the attachment for bigger view).

Oh yeah that condenser like thing, Is a noise suppressor to keep electrical noise from messing with the AM Radio.
It should not cause any issues with the blower.

Ok. Thank you. Just moved back in with my wife after a long deportation, so I have to figure out where my tester is first. Thank you for the information.
 
Thank you all for you're help. I took it to a friend this weekend in Dansville that is a mechanic and items a pair if 86 olds cutlass. Come to find it the heater control face was replaced and not allowing the switch to go to the proper position. Replaced the face and heater works great 🙂
