Ok i have a SBC that I swapped in an 85 Regal. It was rebuilt from ground up. Everything is in and hooked up. I go to turn it over and gets to the point of starting but never starts. I checked to see if it was getting spark and it was. It backfires through the carb and exhaust.

It is a non-computer setup with an HEI distributor.

I tried setting the timing to 4 degrees before TDC and 10 degrees before TDC.

It seems like a timing issue but I'm pretty sure I'm setting the timing right.

What else should I be checking or doing?

is the distributor out by chance?

Hmm, could be a spark wire that's in the wrong place or the carb isn't getting the right amount of fuel. Set your choke to allow less air/more gas in

^^What he said^^ Sounds like distributor is 180 out. Anyone who says they've never done that is a liar  .

Well I've mismatched spark plug wires 😳 but can honestly say I've never had my dist. 180 degrees off. I didn't even think about that problem, but it could be the cause
