HELP new carb, won't start

So i just put a new carb on my 1981 cutlass 3.8 v6. The carb is a rochester M2ME dual jet non computer controlled version. I hooked everything up just like it was hooked up on the old one, but she won't turn over. Only got her to sputter one time. Before the carb swap it would stat at least sometimes after a while of trying, but now, nothing. I must be doing something wrong any suggestions?
 
Still can't get it started rechecked all my lines/hoses.... any guidance would be greatly appreciated g body gurus!
 
did you try pouring a bit of gas into the carb? is the choke closing? What made you think you needed a new carb? give us some history....often carbs are blamed for other issues that have little or nothing to do with fuel.
 
It had been hard to start for a while then one day it started crapping out on my while driving. I would have to coast off to the side of the road and wait a while and try and try and sometimes it would start sometimes it wouldn't. My mechanic told me he was 90% sure it was the carb as it had a new ignition coil and all new tune up parts. So I put the new carb on and couldn't even get it to turn over. Finally i got it to turn over a couple times but it won't fire up. I think I may have flooded the sh*t out of it so I'm letting it sit for now and charging the battery then I will try it with some parts cleaner sprayed into the carb as suggested by my mechanic.
 
i would check for fuel then check to see are you getting enough? then look at choke is it working ? then check for spark. if you pull a plug that will tell you if the motor is flooded . while you have plug out check to see if you are getting spark. sounds like you have something else going on besides carb. you said it would cut out on you and would start sometimes. have you checked the ingnition module inside distributor or even pick up coil in distributor.
 
" but she won't turn over. " means the starter is not cranking the motor. That has nothing to do with the carb. " Only got her to sputter one time." sounds like no fuel or a timing issue. It's an '81, right? Is there still computer stuff in place? You can't just replace a CCC carb with a non-CCC version. If there is NO computer stuff, then I would suspect the "new " carb and if it's the correct one for your car.
 
It is 81 but it had the non CCC carb on it already. I replaced it with another non ccc identical to the one that came off it. It doesn't seem to have spark. I pulled the wire and put it on a spare plug and laid the plug on the intake manifold. Didn't see a spark. She just says "chichichichichichichichichichichichi" the starter is turning the motor, but no spark. The couple times she sputtered she must have had spark, but not consistently. The plugs wires distributor cap rotor and ignition coil are all new.
 
check to see if all conections to coil are correct and not lose broke or corroded.then check to see if you got power to coil.if that all checks out you can take the ingition control module in the distributor out and most auto store can test for free make sure they test it multiple if bad replace . if not test pickup coil in the distributor. another thing to rule out is to take cap off and note positon of rotor then crank it over to see if it moves ,if so your timing chain is not broke. also check coil just because its new doesnt mean it is not bad.
