Found this for you. you dont have air flaps. I was confusing the AVS with the AFB.

"All Carter AFB’s feature mechanical secondaries, which will guarantee that they open when you floor the gas pedal. To eliminate any bogs or hesitations as the secondaries open, a secondary velocity valve is used. This valve allows airflow through the secondaries in response to engine requirements. The opening rate of this valve can be altered by drilling through the counterweight, but this is rarely necessary. It is also possible to eliminate some secondary bog conditions by removing the small tubes that restrict the “early feed” fuel supplies at the edge of the velocity valve. This modification requires removal of the secondary cluster assemblies, and like drilling the counterweight, it is not usually necessary."

I know this is a bit if an old post but I figured I should give an update. First of I started from scratch and found tdc with the use of a piston stop and found out that the mark on my balancer was incorrect, it was advanced by about 1 degree. In my edelbrock 1405 I replaced my accelerator pump as the old one had a weak shot, not change. I used my vaccum guage and starter fluid and found that the piece on the booster was leaking, replaced that and had a little change but still had the hesitiation. I used evert spring in every accelerator pump position, not improvement. I was seconds away from throwing my carb down the street But had to go to the parts store for some headlights for my daily. While in there I over heard a guy that had the same issue and how he had eventually fixed it. I needed a carb with adjustable secondaries due to my taller rear gears and mine were opening to fast/soon. I know that was mentioned on here before. So I bought aN edelbrock 1805 thunder series because I figured why not it it did nothing I could return it. After very little tuning. I have no hesitation. Thanks for all the help
