My 79 El Camino's dip stick tube broke off due to rust, and to make things worse we've had rain here in Austin these past couple days so I suspect there's gonna be water in the oil pan as well. I'm new to this but I'm not a ****ing idiot (not completely at least) and haven't ran it so I imagine the water is relegated to the pan. What's the best way to flush out the water? I understand an oil change and filter change will be necessary but I'm unsure as how to remove the water while making sure there's actually no water. If I kill the motor in this car I'm actually going to cry.

Think which option to go with, new tube and stick, along with the double oil and filter change, versus going the extra mile and dropping the pan will depend on how long you will be waiting before doing the work. If the tube is mostly external and sockets into the pan at some point, it is also going to be attached to the block by a tab and bolt, up behind the exhaust manifolds. That bolt has to come out to extract the tube and it is fun? to get to.
If the tube is totally internal and has been inserted into a passage in the block, you may find that it might not want to be pulled out easily. While a pair of vice grips comes to mind, the other option is, you guessed it, that business about dropping the pan. The side benefit to doing the drop is that you get a chance to take a peek into the pan bottom, wipe it all out to the eat off it stage, and learn if there was anything nasty hiding in there and waiting to bite you. The drop exercise is more work but it also offers the most peace of mind in the long run.

Oh, yeah, FelPro offers a one piece pan gasket for various pans that eliminates the whole gooey business of gasket sealer and cork strips. Worth a thought; have them in both my SBC motors and appreciated the ability to set the gasket in place while looking UP at the crank and rods and not having gravity interfering.
