How do you know when your master cylinder is bad?

So I'm trying to bleed my rear brakes and for the life of me I can't get anything to come out. I even unhooked the line from the wheel cylinder and nothing comes out of the line when I pump the pedal. And yes there is fluid in the reservoir. Does this mean the master is maybe shot?

the proportional valve is stuck, on the front of the valve push the button in

How far should it go in? I can only get it to depress about halfway. Should it click or anything like that?
