How to tighten passenger side door mirror?

I have a 1985 Cutlass, and my passenger side mirror upper, is becoming lose from its base. I assumed if I moved the mirror glass by turning it, there would be a screw behind it holding it to the base...but the dang mirror wont even move....it is stuck like no tomorrow. I looked at the drivers side and it looks like the screw goes through the base up into the upper portion...Just need to know how to tighten the top of the mirror as I do not want it falling off its base. They are not the pot metal mirrors, they are the ones with a painted base and painted housing. Do I need to pull the door panel, then the whole mirror to tighten the top? Any help is greatly appreciated!
 
Unfortunately you are on track with the solution which is to pop off the door panel and unbolt the mirror from the door to tighten the said screw.
Just be easy on the mirror gasket as they can become fragile over the years, worst case scenario it cracks but they are readily available.
Also, probably not a bad idea to remove the screw and put a dab of blue threadlocker on it to ensure it stays put.

Thanks for the reply! I pulled off my mirror today and pulled both screws out that hold the lower to the upper. Oddly they were both very tight. So I cleaned everything up, re-installed with loctite and what ya know...still super wiggly. Took apart again and realized the whole bottom plate that attaches the 2 bolts to the upper assembly is cracked...it is cracked along the inside seems, 90% of the way around. I cleaned the part completely, made a small "V" bevel in the entire crack using my dremel and hit it with JB weld. Once the top cures, I am going to hit the inside with JB weld as well to try to bond it well...just can not prep the inside to well other then cleaning it with non-chlorinated brake cleaner and a tooth brush.
You gentleman think this will hold up? I don't wanna lose my upper mirror portion driving down the road. Also where can I find a new lower for a permanent fix? Thanks!

A good used mirror like above is the best answer. I'll bet someone bumped into your mirror.

Thanks Texas82GP! I hit him up already for it. I am betting someone did hit it. My car also has hydraulics but I doubt hitting switches did this. Only other thing I can think is that I have 520's for tires mounted on my 13x7 wire wheels. They flat spot when I don't drive the car (semi show car) as they are not radials. Driving the car for the first couple miles, especially when cold, shakes the heck out of the car until the flat spots are gone. Wonder if that could have done it?
