how would you repair this driver rear fender in front of wheel well?

Prior owner of this GN cut out this section in front of the driver rear wheel well, likely because rusty. How would you go about repairing this section? I am thinking either find another regal rear quarter to cut from (do any other G Body's share this area with the Regal?). Or buy the OER patch panel, cut it down and butt weld it to the fender, however this section doesn't look tall enough for area cutout on the car.

I have no metal tools or experience so cutting sheet metal and trying to shape it to fit isn't possible.

Maybe try to find a body shop that does metal work? After the patch is put in it is important to rust proof the backside.
 
Most little welding shops can fab that economically even a slow muffler shop...no ? fabbing skill yourself .I can say you start with a template a peice of cerial box card board cut out then hold cardboard ( duck tape)the card board over the hole and press the edge against the holes edge( tin) through the cardboard with your thumb this will leave an imprint on the cardboard ". Then cut the cardboard to fit. Cut it 1/4" bigger if you like easier to weld then but .simply tap it the weld down after grinding the weld down ( or flange)and fold the lip over the well , and tack weld it last . After then add jb weld to the seam or bondo..and sanding / primer /paint ect also mentioning theres "lots of videos on you tube about fixing rust holes ..thanks
