CUTLASS I thinks wiring is my problem

Yes it will but do they both have the same wiper system, delay or non delay? If both are tilt columns odds are they both are delay wipers.
Ik for a fact that the one that’s in my cutlass is tilt……I’m not sure abt the one out the Bonnieville
 
A quick check at RockAuto shows only the '85/'86 tilt/delay switch is available. And expensive!

Can someone please tell me what this wire is for …it’s coming from firewall goes under brake booster I was thinking it’s a ground or some thanks in advance

Are you talking about the green wire your touching with your finger?

It doesn't look like an original stock wire, did you follow it to where it ends under hood, or under the dash where it comes through firewall?

That would be my advice as it looks from the pic like a wire someone added, same for the yellow wire adjacent to it IMHO.

Zooming in, the wire is actually marked type THHN which is definitely not original to the car. That is commercial electric solid/stranded wire typically used inside electrical conduit runs so you're gonna have to manually trace it out to where it starts and where it's connected.

Yes I’m talkn about the green wire I traced it under the hood the brown wire is on a ground that the battery is on in the inside of the fender
