I took the cluster out my 78 today, because some of the lights was not working. Found that a part of the back panel connection was missing a piece. Look at the picture. It that a bad thing?

Not bad like it will cause electrical problems but bad because your lights aren't working... you need to get that trace to make contact with the plug so all of your connections will be good and all your lights will work.
 
Normally I would say to solder, but do NOT solder on that plastic or you'll burn a hole in it and mess it up way worse. gluing anything to it won't make the connection on the trace without soldering to the trace but that would be tricky even if your a great solder tech... Honestly IMO I would start going to the yards and trying to find a new to you guage cluster, even if you just replace the plastic circuit board on your gauges, it is the only good solution .
 
You might try the glue used to fix rear defroster grids, otherwise the circuit board will need to be replaced to work properly.
 
Ya, that would be your best bet. it looks in the pic like the end of the trace is gone so there is nothing to glue. I would just try to find another cluster and at least just replace the circuit plastic board onto your original cluster if the new ones face looks bad
