I'm talking about the iroc wheels 16x8 with single stripe from a '86. Do I need just the fronts or rears. Or do i just get a complete set and use spacers while switching the rears to the front. I'd prefer not to use spacers let me know whats best!

If you really don't want to use spacers than get 4 fronts. Even then you may have to use some thin spacers on the rear.

Or just get a whole set and use 1" adapters on the rear.

I am running this setup on my 83GP,

The rears are mounted infront, with 1"adaptors to avoid hitting the plastic inner fenders.

The fronts are mounted in the rear, with 3/8" spacers. With this setup, I had to use extended wheel studs, and open-end lug nuts. If you want to use nice lugnuts, you will need to cut the studs. I recommend against this, because it is easy to mess-up the thread.

The IROC wheels have,
Fronts 4.75" backspacing
Rears 5.25" backspacing

They are cut with especially thick aluminum, so unfortunately you need long studs when using any type of spacer.

I am not sure about the difference between the GTA and Z28 wheel but I have 4 front GTA wheels with 245/50/16 with no spacers and nothing rubs

It was custom made for this car by the previous owner, and it looks badass

I've heard lots about using spacers, and not using spacers...
I think when it comes down to it, these cars weren't very well made, and it depends on your own individual car.
