Is this a ratcheting shifter?

Just bought this shifter I'm wondering now if it is a ratcheting shifter...

Looks like one to me. B&M Starshifter?

Take and shift it down to 1st, then see it it will go any farther down. Then take it and slam forward and see if it only shifts one gear forward at a time.
