If all other settings work pull the hvac control out of it and make sure the small vacumm lines on the back aren't cracked. Could be the actuator or the controller itself. If no selections work then it's a problem up stream of all that. There's a black ball shaped vacuum canister with two hoses on it on the passenger side under the hood, make sure those lines are connected otherwise your hvac control won't get an vacuum to work.
