It's all about revenue. They don't really care about air quality, it's just a convenient excuse.

From a practical standpoint, this should be the rule nationwide. OBD1 cars are too hard/expensive to smog and the tiny fraction of emissions they put out really isn't worth wasting any government money on. Even the staunchest eco-nazi has to admit this. A used working roller dyno costs $40K and if it breaks costs $5-10K to fix. Doing 100-200 cars per year @ $30 wouldn't pay for the repairs, let alone shop time.

A '69 camaro or '57 Chevy puts out about 10X the pollution of a typical '80's car that would fail an OBD1 emissions test, and nobody is dying in the infield from asphyxiation during a Goodguys event.

I think I'll Tweet this to the President.
 
I would think the total miles traveled annually by OBDI cars compared to OBDII cars is very small. And getting smaller every passing year. Yes, they are not as clean but does it really matter compared to Chinese or Indian factories?
Again, I'm convinced it's completely about control and revenue.

Is it not a waste to tailpipe test as an OBDII system can do a plug & play test? Then compare the number of pre '90's cars to the number of post '07 cars on the road (pick '07 cause of the "Cash for Clunkers" government joke) why should any agency worry about a limited number of older cars.
