Motor Revs High when Shifting

I have an 85 cutlass salon with a abc 355 and th-200c when shifting into 2nd the motor revs very high then shifts what is this problem
 
If you get that transmission rebuilt and upgraded it's a good transmission but......"In OEM form, the unit was notorious for poor shifting, lack of durability and premature failure. In fact, GM was forced to settle a costly lawsuit on behalf of new car buyers because of early failures. Countless units were repaired under warranty, or discarded outright and replaced with the more durable TH-350."

Fix the TV cable. It's most likely out of adjustment or not "set" correctly. Try that first. If it shifts good after that, I'd recommend to do a filter and fluid change. 3/4 Dex III and 1/4 type F for crisp shifts. If resetting the TV cable doesn't work or makes it worse, you trans is probably diying. The 200c isn't very strong against abuse, especially a 355.

EDIT: assuming this is a stock transmission.

That explains why I saw a g body cutlass with the th350 stock. Nothing looked tampered with. My last 200c, which was in my cutlass when I bought it, was rebuilt new converter and everything.
