This is on an 85 Cutlass. I have a Delco CD player from a 98-02 Camaro, and I have the plug-and-play wiring harness adapter.
When you kill the ignition, the head unit still has power.
I installed it last week, and never noticed the clock was still lit up when I turned the ignition off.......Went out today to crank it up, and the battery was dead. This is also a brand new battery that I installed last week.
So I jumped it off, and afterwards I noticed the head units' clock was on, while the ignition was off. So with the ignition still off, I hit the power button, and the radio came on.

Anyone ever had this problem before?

If i can't figure out a way to fix this, I might just wire up a switch on whatever wire is still hot in the IGN-OFF position, and kill the head unit's power whenever I get out of the car. I don't see how the radio is staying on with just the memory wire

ok, after playing with it for a while, I could not get it to replicate the same condition. The clock wasn't staying on, and I couldnt turn the power back on with the key removed from the Ignition.
BUT, i checked the current draw/drain thru the battery, and with the radio plugged in, it was drawing 0.78 Amps !!!! Holy shizzzznit, thats alot.
Unplugging the radio showed almost nothing. Maybe a few mili-amps.

So does this mean the radio has a problem? OR, does it mean the newer Delco is just incompatible with the stock wiring - even with the wiring harness connector/adapter ?

I have 2002 Delco CD player in my Regal....I had to get the specific wiring diagrams off LS1tech.com because color code wiring changes a lot during that period especially in the F bodies. Are using a plug n play harness or are you just trying to wire it in....Metra makes a 12 to 21 plug that you just snap together and wire up your power for memory, ignition, active power to antenna....I'm at work now but I can get that part # later......

You have to wire up 2 of the power wires together then do memory by itself on a constant source....antenna power and the other go together yellow and purple then orange by itself.......you might have to search on LS1tech for the wiring charts because on some Delco Monsoons you more power wires for the amps in the rear of the car(F bodies) and the have very specific color codes.....

this is with the metra 12-to-21 adapter harness
i couldn't replicate the HU staying on with just the memory wire, with it hooked up to a 12v power supply
and i think there might be a short somewhere in the circuit that controls the cig lighter/dome light, but i can't figure it out

Try extending your power lead over to the fuse box to take the cig/dome circuit out of play.....there is a connection for memory power below the flasher.....mine works with me turning the key on then pushing the power knob on the HU......I have memory for the station presets but not for the clock which doesn't bother me at all.....you always try another HU if can locate one to test try.

yeah, my father is an electronic genius, told him about it and he thinks the Delco crapped out too
I bought this Delco off ebay, back in February, from a guy that "restores" them and add's the MP3 input to the face. Been sitting in the box, unopened, till I got back stateside a couple weeks ago.

First of all welcome back stateside(ex-Army here served 5 years, ETS 3/90), I scored my Delco Monsoon for $40 off craiglist, if you have the skills adding your input costs less than $15 and on LS1tech they show how to do it......if your unit has a tech/comms shop they could easily do it......again welcome back......
