some of the blocks had the holes there and just blocked off my 88 truck is like this. my 89 truck was like that as well. but when i got a replacemt motor for my 89 out of a 93 it was not there. so not really sure when they stoped drilling the holes.
To my knowledge all Gen 1 small blocks were cast with the fuel pump mount. If it has a block off plate it will most likely accept a mechanical fuel pump. If it does not have the block off plate then you can't run a block mounted fuel pump as the block was never machined for the pushrod or the oil return hole. GM used the left over blocks machined for a mechanical pump till they were gone, then never machined the new castings for the pump at all. The vortec blocks will not be machined for a mechanical pump.
Like hurst1979olds said, even if you can mount a pump, it is unlikely that the cam will have a lobe to power it, requiring a cam change as well. It's not a big deal to run an electric pump with a regulator for Carb'd applications. I would also consider running the TBI- better mileage and can be modified with larger throttle bodies, etc for good performance.
There's also a jig you can buy from Engine Quest. You can drill an efi block with no holes for a fuel pump. More times than not I see them with pushrod and return hole partly drilled. I just fdrill them out myself.
