No lights to instrument panel 81 Regal

I have gone through everything. I can’t find out why the lights behind my instrument panel will not light up.
has anyone else come across this same problem and fixed it?

What have you tried exactly?

Headlight switch has a circuit breaker (aluminum rectangle on fuse block) if that fails nothing will work so if your headlights work the circuit breaker is ok. Green wire comes out of the headlight switch going to the fuse block to inst lps 5 amp fuse. Comes out of fuse block as a grey wires that goes to the dash, radio, wiper switch, HVAC control, clock etc. illumination. Ground wires are black.
