Hello I’m new to this forum and wanted to get some opinions on this odometer reading. The first digit doesn’t line up and some say this happens when it’s rolled over. The owner is the 2nd owner and is claiming it hasn’t been rolled over. Any help would be much appropriated thank you

Usually that slight misalignment is a sign of having rolled over 100k. Sometimes they still look straight after rolling over mind you, but, no way the numbers are that jacked up at 26k. Only time they should be out of line is if the number is in the process of flipping.
 
If this is a car you are looking at for a daily driver or one to enjoy as a toy and NOT for purchasing to put away as a collector with heavy documentation, and the car is in nice enough shape for your price point, being rolled over isn't a huge deal. However, a 26k car is way better but they are getting very hard to find and you will pay a premium and would expect documentation stating it's a "Box A" odometer reading.
My Malibu had 104,000 on it but was in nice shape for the amount paid.
