painting/dyeing dash

I have used SEM interior paint on all my interior. Yesterday I painted the dash,scuffed it, applied the adhesion promoter, and paint. It looks cloudy,blotchy up close it looks fine buy move to a different angle and it looks bad. It was done outside about 80 degrees rainy. Could it be the humidity? Any ideas? The rest of the parts look o.k.
 
humidity probably wasnt helping,

how many layers of paint?
 
I'd venture to say that the humidity was the culprit. Maybe try to re-shoot it on a dryer, warm day.
