Assuming your backdrive linkage from your shift lever at the transmission is still hooked up the collar should turn like a column shift, yes. Disconnect your shifter cable from the transmission lever and you should have free reign of selecting the gears as no shifter to keep you honest. Keep in mind there is no detent in this situation to keep you from going directly from drive into park or reverse. It is ONLY a last resort emergency hack so you can move the car if need be. You'd have to do it by feel. So you have to be careful doing it.

The indicator in the dash will still work so you will know what gear it’s in.

Ah, yes. Forgot about that. Been a while since I've been in the 84. I'd still do it by feel to be safe. You can still feel the clicks of the transmission lever detent. I know my 84's dash indicator isn't all that accurate on the pointer scale for whatever reason and I've adjusted the heck out of it trying in vain to get it to match up exactly. It's close, but the span just isn't right.

Yes you are right. I had to drive mine like this before and I did it by feel also.

I have a pair of vice grips on the cable end and I can feel it in every as I pull it :)

Replace the cable, 90% of the time the cable stretches or becomes out of adjustment on the shift lever pawl.
If the shifter winds up having a busted internal pin then that's a different story, I can repair and refurbish them. I've done quite a few over the years, just did this one last weekend, guy contacted me through eBay and was beyond pleased by the sound of his voicemail.
Thing was a cobbled mess from someone's DYI attempt to fix this thing...
