Yeah I'd keep the 20's off. I would turn it into a street car, maybe with weld wheels or something like that? Clean car, when we got our cutlass, it had 1 rust spot of the driver's door and a little one on the rear bumper.
Edit: Wait sorry I thought you had a Buick 3.8, you have an Olds 307. Best easiest cheapest swap would be an Olds 350 or 403. It would be a direct drop in, no changing motor mounts moveing fuel line battery & starter hookup etc just direct drop in and you can re-use all your existing brackets, power steering, altenator, AC. for sale sections at realoldspower, oldspower, other Oldsmobile forums, craigslist, the local paper, the salvage yard. They are out there and you can usually pick one up for cheap which is one reason it makes no sense to build up a 307. I would just drive the 307 while you locate acquire build something up that fits your goals. You can puts some exhaust on it that will help the performance, make it sound cool, and that can be caried over to the Olds 350/403.
