Poor brake pedal

With car not running, it takes 3 times pressing brake pedal before it's hard. The first press goes pretty much to the floor, 2 second is way better and the 3'rd time I could stand on the pedal ! Car has factory front brakes (81 lemans) , factory master cylinder, 81 Cadillac calliper so on the back. I toke off the factory proportion valve and replaced with adjustable Wilwood valve ! Maybe a residual pressure valve might help ?

the drum brakes needs a residual pressure of 10 lbs or the shoes will back off leaving you a very low pedal, the disk brakes needs a residual pressure of 3 lbs to keep the pads close to the rotor
