That's certainly a possibility, however the blend door bellcrank is a very common failure and is very easy to check. Pull the glove box and look at it. If it's working, then the problem is likely a plugged heater core. If the bellcrank is broken, a new one costs about $8.

Yes check the bellcrank first as he said. It could very well be that.
 
ok found the problem the cable was not pulling blend door all the way open nothing broken just had to adjust it. Blower will still not work on high even with new/used relay and new blower. Also air will not blow out of the vents at idle but will while driving pull up to a stop and switches to the floor
