I was building a rear shock tower brace and scratched the frame and realized that I will peal off . a few hours later and it’s all gone.

You have “fresh “ steel. It needs to bond to the rust to work.

The POR in POR 15 is for paint over rust. Not intended to be applied to clean Steel. I believe they have other products to use over clean steel but if it were me I’d use a decent 2K primer and paint

I have cleaned most of the rust now . There was a fine layer of surface rust. I read the directions and followed them . It’s for the best that it didn't stick because I wasn’t very happy with the finish. It had a few runs and bubbles.

I read so many guys not being happy with the finish. Comments like your pealing, runs, drips, brush marks are all not what we may want. Have you tried to get a non-brush look from other brands? Almost impossible. I sprayed my frame with chassis black semi-gloss and I've touched up with rattle can (I like Krylon a lot) for a good match, but then I not a daily driver guy, to shows if it hasn't or ain't gonna rain.

It seems to be a very hit or miss product. For a while there was a lot of fanfare around it. Now it seems to be regarded as a hack product by more and more people. It doesn't chemically neutralize the metal, it just seals it in. I had it work very well on a rusty fuel tank, and I've also had it come off in sheets like you experienced.

I think it does have valid applications and I know it can work, but I think using it is a risk.

I have had both good and bad results, it is very finicky about the surface and definitely can be frustrating. I figured out it was my prep work that lead to failure. The surface needs to be porous! when a wire wheel or flapper wheel is used it closes up the surface and starts to become shiny and smooth, both not good when it comes to Por15. When the metal is rusty it is porous and works great. In my case I sand blasted my frame, lca's, rear end, ect. Which opens up the the surface and it really absorbs in and will NOT come off. I would also suggest 2k primer and paint at this point.

So it seems that my frame isn’t rusty enough. I’m going to take that as a compliment. It would probably work or my 03 Chevy truck that came from Minnesota with me . My Caballero is the cleanest G I have ever owned. And got my first in 1990 .
