Powder Coated Frame

I got my frame about 3-4 years ago and had the person I got it from to get it powder coated. While working under the car I seen that there was surface rust on just about the whole rear of the frame. Does this mean they did not powder coat it or they did not do it right?

Did it get sandblasted first? You can't paint over rust, and I doubt powder coating will stay put over anything but prepped metal. The good news is you can redo it...if there isn't a car on top of it...or is it too late for that...?
 
Sounds to me like the powder coating company either didn't blast and prep well enough, or the coating was too thin at the back before they baked it.
It's also possible that it's rusting from the inside out, as that's how sheetmetal usually rusts. I'm going to be sure to have my frame thoroughly coated as far inside as possible along with the outside when it comes time to do mine.
