Pressure In Gas Tank & Stalling While Driving

On to my newest problem... I took my '85 Regal out for a long drive last week in 90 degree weather. When I stopped to get gas I noticed a large amount of air escaped and hissed when I took the gas cap off. Is this normal? I haven't driven the car a whole lot on hot days, but don't remember it ever doing that before. Also, when I put gas in it I have to pump super slow or it comes shooting out of the filler neck onto my bumper and I don't know what's causing it to do that. Now the real issue: I took it out yesterday for another long drive, and on the way home it wouldn't let me put the gas down more than 1/4 of the way without the motor sputtering, popping, and cutting out. The check engine light would come on then turn off for awhile and I had to drive really slow and only slightly touch the gas to keep it going.
Things I've replaced:
fuel pump and filter, sending unit, gas tank, professionally rebuilt carb, new plugs, wires, rotor, cap, and battery

Any ideas what's causing these weird problems???
 
Do you still have the vapor canister hooked up? That acts as a vent for the tank.
