Most aftermarket pulley systems for BBC that have AC use a Sanden style compressor and not the factory R4 that came on our cars and the kits are pricey depending on how much you want included but none of them will fit your budget.
If the goal is to get it on the road maybe pick up some steel V-belt pulleys and brackets from Summit or Jegs and later add a serpentine conversion kit to include AC.
