Put on Q-jet, now car won't start

Timing was set to 20 deg., but that was before the carb swap.
 
I'd back the timing off to about 10* for right now, tune the carb, then the timing.
 
Okay, getting somewhere now. Found out it will start on starting fluid, just needed more. When it started on the starting fluid, it would die unless I kept rpms up. Backed out the idle mixture screws half a turn and it stayed running on it's own. Idle mixture screws are not affecting vacuum. On last carb, it was at 15 to 18, now it is at 5. Revving engine makes it go up. Am I using a wrong port on the carb?? I don't know if playing with the mixture screws will help with starting, I am done with it tonight. Will try again tomorrow hopefully.

if the idle mixture screws are not affecting the at idle vacuum then there is probably a vacuum leak. they should be set around 1.5 turns open.
 
Just noticed gas is seeping out of the I think it's called the air horn gasket, the top one. Could that be float related?
 
Absolutely. That's flooding.
