PUT RACING HARNESSES IN?

I am planning on installing bucket seats and when I finish this, I'd like to install racing harnesses since the factory 78 Regal seatbelts are very uncomfortable. Is there any good way to go about this without installing a cage? And are racing harnesses actually street legal in all states? I'm in Iowa.
 
You can use the stock bolt locations, you can use four point harnesses without a cage, and they are legal to the best of my knowledge. I run antique plates on my car so I get away with everything.
 
Okay cool thanks. I did see a couple bolts in the floor pan behind the drivers side of the bench, but there aren't any corresponding on the passenger side. Also, the monte seats don't have a track so where do I get one that is the correct size for the regal yet will fit the monte seats?
 
I don't believe there are any "legal" harnesses out there. Although I wouldn't really let that stop me. However from a safety standpoint I wouldn't run them without a cage. You need the crossbar in the cage to mount the top of the harness to at just below shoulder height. If you mount it to the floor, you run the risk of compressing your back(or worse) when you get tossed forward in an accident.
