Self Etching Primer

You can get tack cloths pretty much anywhere they sell paint or body supplies, they also may call it a cheese cloth, I know Advance Auto carries them (that's where I get mine). You may not have to start over completely, You may be able to block the dirt out of it, try some wet 320, and see what happens, be careful not to sand though your etch prime though.

Ok last night I went and sanded the hood with 320 grit and I noticed some spots I can see the self etching primer under the filler primer but nothing that can't be fixed and before I started to sand the rough spots I did not see none of the black spots so today I will clean it real good and also I picked up some tack cloths from autozone so I will give it another coat today and see what happens.

Ok today I wet sanded the hood with 320 grit and I got the hood nice and smooth and I went and shined a light on the hood and noticed in some spots I went to bare metal and I wanted to know that when I respray those spots should I take those spots down to bare metal some more with 80 grit then hit it again with the self etching primer follwed by the filler primer?

How big of spot? If it's just barely showing steel you should be able to spray right over it with out any problem.

Some are small and some maybe need to be brought back down but I will post pics later. And if they are good so I only would hit it with the filler primer?
 
Yes the filler primer will adhere to bare steel, the etch is more for large area of bare steel, as long as you didn't sand the 80 grit scratches out of the hood (in other words polish the steel) you should be able to spray over top with out any problems.
