Setting wheel bearings

Just wanted to know if anybody has a better method.

The service manual calls to spin the wheel and TQ to 12 FT/LB, then back off till just loose, hand tighten and cotter pin.


Also do i have my sway bar in right? I'm pretty sure i do but for the life of me i can't get the sway bar links hooked up and I've got the suspension under some load.

on the wheel bearings all i have done is tighten till some drag then loosen a bit.
 
The sway bar does look like it's upside down.
 
Are you sure? The only reason im asking is because thats how it was in the car originally, i looked at some older pictures of the car to check. Now when i drop the car down on its wheels i can probably fit the top most bushing in and torque it down.
