Shifts way too soon

I am working on a 1987 Monte Carlo SS for a customer. He just bought it and knows there is a shift kit in it. It shifts very hard up and down. It clunks hard, as if a u-joint is bad, but they are not. It shifts too soon as well, I think. On normal acceleration it shifts into second at about 3 mph. It shifts into 3rd at 6 or 7 mph. It holds better on hard accel. I have this same 200R4 transmission in my 73 Dodge Dart, built by Art Carr. I have smooth shifts that hold much longer. What should I expect on this Monte? Is it shifting too soon? When should I see shifting and should it be that hard?
 
It should not shift that soon, it sounds like the tv cable needs adjustment.
 
Yes at WOT the TV cable should be tight.

if it's shifting too soon in all gears it's the governor that needs to be changed or modified. You can look for a governor out of a Monte SS, Olds 442 or hurst and the GN or you adjust it yourself by trimming the weight of the smaller spring in the governor. There are two weights in the governor, a primary and a secondary and you have to remove the large primary spring to get to the small one. You trim the weight just a little at a time till it shifts like you want it..
