Springs don't "seat" in control arms

Front Springs: BMR 1.5" Lowering Springs
Control Arms: Generic Stock Replacements from Ebay (tom auto parts)

Issue: When I installed the front springs, the bottom spring would not sit "flush". Specifically, the bottom coil would not reach the "notch" or stop. Assuming I installed them wrong, I took them to a shop and they had the same issue.

Is this ever normal?

I'll ask the dumb question, you sure you have right parts? The right size springs for an 86 Regal.

Yes. As in the springs ordered direct from BMR. Then I checked the the part numbers that were on the springs with what I ordered.

There is a recess for the coil end - it has two small through holes that can be used to line up the springs.
 
IIRC the top end is 'kinda' flat to seat in the upper pocket. It doesn't matter where the end winds up. The end of the spring is tight up against the next coil. The lower end is the same configuration as the rest of the spring. It looks like it was cut there and is not at all near the next coil. That is the end that goes into the control arm pocket, between the two drain holes. It's been a while but it only goes in one way. In this pic the left would be the bottom and the right the top.
