Steering column assembly help

Hello everyone
I have a 1979 el camino that I am restoring. I currently have the steering column sitting on a table in the garage in about a 100 pieces. I have read several guides on how to reassemble it so there is no problem there. The issue I'm having is that the tab that the ignition cylinder slides into wont line up when I put the big plastic case on. The arrow on the case and the indent on the cylinder itself are off about an 1/4 inch. I have tried moving the rod around that is connected to it and goes to the ignition down lower on the column. Basicaly It looks like it is in the accessory position if everything was assembled so I need to get the rod up in there higher to turn that tab somehow. I apologize if this is to confusing. I can upload some pictures tonight after work. Thanks for the help
