T-top Handles

My t top handles seem to be not adjusted right but I have no idea how to make them be in the right place

this is the handles position for being unlocked

this is the position for locked and it will not move any further. Both sides are like this. I could be wrong and this is where they are supposed to be but I have seen pictures where locked position is parallel to the ground.
 
Yes, should be parallel when secured. Not sure what's going on there but like Steve said, check for pins going out all the way, nothing nesting in the receiving holes etc.
Both sides doing this?
 
The pins go out and refuse to go further even if the ttop is off the car and has nothing to block it, it will go no further.
 
I just checked my spare set of t-tops. The position of the handle you show is be where the handle stops is the spot where you have to put a bit more pressure to put the handle in the locked position. That position before it locks is the full extent that the pins move. If you can't figure it out I guess you'll be forced to drive your back up car...🙂

When I try pushing on they the piece the latch is mounted to bends alittle. I'll soak it in wd40 and see if anything changes. The handles sat in the same position for 17 years so maybe they just need alittle negotiating.
