Tail lights

When my car is on and my lights are on my rear lights will not light up at all, but when i brake or signal they work just not when I am driving, So I have tons of people yell "hey you have no tail lights" so I have to tell them thank you but I have no idea what it could be, I checked and changed the fuse didn't work.
I even bought new bulbs (all 4) didn't work either.

I just need some ideas/help on what it possibly could be and how to fix it.

I actually did get the yellow, 1156 bulbs, Thank you I am going to walmart tonight so now I know what to get.

Haha I am lucky to have you to tell me the difference before I went and messed with some wires and "try" to make it work!
