Why don't you go talk to someone who does vehicle inspections in your state? Sometime administrative inpection laws might be more intense than the enforcement law book. I know in NJ you can have tailpipes exiting infront of the tires if..
you are in a convertible vehicle or
the rear quarter window does not go down in a two door vehicle.

Collector vehicles are exempt from emissions..

Muffler dumps are illegal.

Every state is a little different.

i have sidepipes now that are coming off. i've yet to be pulled over, but i've been followed home only to have the cop ask me what was wrong with my exhaust. i know it won't pass inspection tho, i asked around a lot.
