throttle cable to short

I used a roadmaster cable for my LT1 conversion and it worked perfectly. No fitment issues at all.

I ordered one from a roadmaster and it was a foot long. They don't sell one from the pedal to the throttle body at any parts stores

You didn't accidentally order the cruise control cable, right? That's something I would probably end up doing lol.

Try looking under accelerator cable.
